Create your background and open it
Posted Image

Now press Ctrl+Shift+Alt+N this should bring up a new layer

Now press D and fill in the layer with Black useing the Paint Bucket Tool

Now take the Polygonal Lasso Tool and start to make a design with it (Press Shift to make straight Lines)

After you have done your design press Delete

Now go to your Layers Pallet and right click on the layer and select Blending Options

And use these settings

Now Press OK and now go and select your Elliptical Marquee Tool

Now cut out some bits of the boarder (Press Shift to get perfect Squares, Circles)

And now press Delete

Now select your Rectanglar Marquee Tool

And do the same with the Elliptical Marquee Tool and make another design

Now Press Delete and create some more cut outs on the border on your own

Time for the 2nd layer underneath the top boarder Make a new layer as before and fill it with black and make a cut out with the Polygonal Lasso Tool

And press Delete

Now just use the same settings from post 1

Then just make some cut outs on that and were done

Just add some of your own colours and designs
